And I reached an automated line. That said they were after hours. I called at 12:30PM PST. I was given the option to leave a call back number. So I left one. Let's see if they call me back.

I actually (finally) received a call back from the California Department of Health Services/ Every Woman Counts.
I received the call this morning. I spoke to the representative at length. I answered five minutes of questions. Then I was informed that due to my age, that I did not qualify for the Every Woman Counts Program.
What really made me upset over this, more than the age restrictions, was that I had told the representative AT THE BEGINNING of the conversation my age. She waisted more than a dozen minutes of our time, when she could have just told be at the start and directed me elsewhere.
She did let me know that I could contact the American Cancer Society and be placed onto a waiting list for a Mammogram. They are not currently accepting any new "clients" at this time due to lack of funding.
That almost made up for the waisted precious minutes of the 20 Questions Game that we had played.
